Frame Sizing

So I'm planning to build my girlfriend her first fixie and I want to surprise her with it. I'm not in any rush so I want to find the right frame most importantly. My girlfriend is about 5,4" so obviously most frames are going to be too big for her and I was wondering what would be a good size for her, I was thinking maybe a 650c setup..... I'd really appreciate some input from any ladies out there especially as they'll know what they like and what would suit better. I know Fuji made a 650c size frame but I was hoping to go for something in steel, frame condition doesn't matter as I plan to completely refinish it so if anyone can point me in the direction of something they think would be suitable I'd really be greatful,

Mary is about 5ft2 and rides a 49cm surly with 700c wheels.
The frame is more like a 47cm c to c.

If you are after a small lady specific bike. IRO do the Heidi, which is a 650c only bike designed for ladies under 5ft3.... not sure if they are still avaliable though

Also... a small note to add. The Surly was perfectly fine after her latest (hopefully last) run in with a car. Her old Dawes, which was of a similar size but with 650s, crumpled.
