Yes, they made it for the North American Handmade Bicycle Show in 2007 - it won the 'Best Track Bike' award. NAHMBS is happening again in about six weeks' time. I, sadly, will not be attending.

Well I got an Eddy Merckx track frame with full Super Record groupset and Campag Atlanta rims for 185 euros in Belgium, so I'm gonna say yes.

Here's a photo after some changes (by the way, the saddle isnt really at that angle). Readers wives comments welcomed, but I think the photo is relevant:
