The bike's not the one in the picture, it's black and not built up. And it doesn't have any chrome - it's fully aluminium.

TIG is a possibility but I think the heat would damage the glue that holds the frame together. It's a really oddball bike - there's no welding, the lugs and tubing are glued together. Repairing the crack is going to take time and money that I haven't got and I reckon the end result will likely be a nasty ride on the pain train. And I hate the pain train...
