I would recommend holographic flakes as they can look understated until the sun hits it, then they produce rainbow(ish) colours across them. A royal blue would look good with silver, like a night sky...
Or you could choose a candy blue with small flakes in. The candy colours are really vibrant.

A standard respray in 2pack starts around £50, whilst candies and metal flakes are around £120 due to the extra prep/materials and time involved. I recently finished a frame for Chris from fixedgearlondon - it was a gold candy, with a gold pearl finish ontop, and gold flakes - it ended up having 14 layers of paint on there. But it went crazy in the sun.
The price can vary depending on the condition of the frame currently - if there are deep scratches that need filling or rust that needs sandblasting etc.
I can also get stencils/stickers cut from vinyl and laquer over the top.
